What to know
9-1-7: Personal foul / Late Hit, Action Out of BoundsNo opponent shall tackle or block the runner/opponent when they are clearly out of bounds or throw the runner to the ground after the ball becomes dead.
Late hits near the sideline require judgment on runner status, contact timing, and whether the runner was still advancing or had clearly given himself up.

Judgment Keys
Look for these first
- Determine whether the runner is still fighting for extra yards going north-south or moving laterally east-west out of bounds.
- Judge whether the defender had a reasonable opportunity to avoid or pull off the contact.
- Know whether the initial contact started inbounds and if the defender committed a second act.
- It is illegal for any player to be clearly out of bounds when initiating a block against an opponent who is out of bounds.
Common Misses
What officials miss
- Calling every sideline hit late without judging runner status.
- Missing contact after the runner is clearly out or giving up ground.
- Not knowing if the defender had committed to the tackle while still inbounds.
